Governor Ademola Adeleke of Osun State has presented a ₦705 billion Appropriation Bill for the 2026 fiscal year to the State House of Assembly, describing it as a “Budget of Transformation” designed to consolidate his administration’s achievements over the last three years.
Presenting the proposal before lawmakers on Wednesday, Adeleke said the 2026 budget was anchored on the Medium-Term Expenditure Framework (2026–2028), in line with the provisions of the Osun State Fiscal Responsibility Law 2012.
Budget Breakdown: 55% Capital, 45% Recurrent
According to the governor, the total budget of ₦705,794,048,670.00 comprises ₦388.3 billion for capital expenditure (55%) and ₦317.4 billion for recurrent expenditure (45%).
The breakdown of the revenue components shows that:
FAAC allocation: ₦221.68 billion
Independent revenue: ₦199.57 billion
Other receipts: ₦268.34 billion
Adeleke explained that the recurrent expenditure covers ₦135 billion for personnel costs and ₦182.4 billion for overheads, which include salaries, allowances, pensions, and gratuities.
“This budget is built on the solid foundation of progress achieved since 2022. It reflects our commitment to sustainable development, fiscal discipline, and the wellbeing of our people,” the governor said.

Highlighting achievements under his administration, Governor Adeleke noted that over 300 kilometres of roads have been constructed across the three senatorial districts of the state, alongside several flyovers aimed at easing traffic congestion and enhancing mobility.
“By the grace of God, we have delivered over 75 per cent of the road projects embarked upon by this administration, and we will not leave any project uncompleted,” he declared.
Adeleke added that his government had revitalized key sectors — especially infrastructure, healthcare, and youth empowerment — as part of his broader plan to transform Osun into a competitive economy.
The governor also highlighted strides in the health sector, citing the Imole Medical and Surgical Outreach conducted across six federal constituencies in early 2025 to provide free medical services.
In addition, 10,000 youths were enrolled into the Imole Youth Corps Scheme, which has provided jobs across various sectors such as environmental services, education, and health.
Adeleke also appreciated philanthropist Mrs. Folorunso Alakija, who recently handed over a newly built Medical Research and Training Hospital to the state, describing the gesture as a major boost to secondary healthcare delivery.
“Moreover, the UNIOSUN Teaching Hospital has witnessed infrastructural renewal, digital innovation, and improved welfare for staff and patients,” he added.
Welcoming the governor to the Assembly, Speaker of the House, Rt. Hon. Adewale Egbedun, commended Adeleke for demonstrating transparency, prudence, and accountability in the management of state finances.
Egbedun praised the governor’s leadership style, noting that despite fiscal challenges — including the withholding of Local Government allocations by the Federal Government since March 2025 — the administration had continued to meet its financial obligations without compromising on developmental goals.
“Your Excellency has displayed exceptional leadership, wisdom, and composure in navigating the state through challenging times,” the Speaker said. “The successes recorded in infrastructure, education, healthcare, and workers’ welfare reflect a government turning policy into tangible benefits for the people.”
Governor Adeleke reaffirmed his administration’s unwavering commitment to prompt payment of full salaries and pensions, adding that such consistency has restored trust between the government and the workforce.
“Our administration will continue to prioritize the welfare of workers and pensioners. We are committed to maintaining the momentum of service delivery and economic transformation,” he assured.
