The Rivers State Government has proposed a ₦1.85 trillion budget for the 2026 fiscal year, describing it as a strategic framework aimed at economic recovery, infrastructure completion, and inclusive development, following approval by the State Executive Council.
The Rivers State Government has approved a proposed 2026 budget estimate of ₦1.854 trillion, signalling a renewed push towards economic recovery, infrastructure consolidation, and inclusive development across key sectors of the state.
The budget proposal was endorsed at a meeting of the State Executive Council (EXCO), which reviewed the fiscal plan for the 2026 financial year. The briefing was delivered by the state’s newly sworn-in Special Adviser on Economic Matters, Professor Peter Mbehdi, following remarks by a senior government official who chaired the session.
According to the government, the 2026 budget was the outcome of extensive deliberations, reflecting the administration’s determination to “break new ground” and reposition Rivers State for sustainable growth amid prevailing economic challenges.
Professor Mbehdi disclosed that the approved aggregate estimate for the provision of goods and services for the state in 2026 stands at ₦1,854,248,734,475.76.

He explained that the budget has been deliberately structured to prioritise the completion of ongoing projects and the settlement of outstanding obligations in critical sectors. These include infrastructure, health, education, agriculture, human capital development, youth empowerment, culture, tourism, and information and communication technology (ICT).
“The major thrust of the 2026 proposed estimates is to ensure that ongoing projects are concluded and that critical sectors receive adequate attention to drive growth and development,” Mbehdi said.
He further noted that the State Executive Council has characterised the 2026 fiscal plan as a “Budget of Recovery, Growth, and Development,” underscoring the administration’s policy direction for the coming year.
According to him, the core priorities of the Rivers State Government in 2026 will focus on recovery, restoration, reassurance, consolidation, and inclusivity, despite the economic and governance challenges confronting the state.
Mbehdi stressed that the government has remained resilient and committed to meeting its obligations to the people of Rivers State, adding that the budget aligns with the administration’s long-term development goals.
The 2026 budget proposal is expected to be transmitted to the Rivers State House of Assembly for legislative consideration and approval in line with constitutional requirements.
