Rivers State Governor, Sir Siminalayi Fubara, says he is optimistic that the 2026 Appropriation Bill will be presented to lawmakers inside the newly reconstructed Rivers State House of Assembly Complex, which is now nearing completion.
The governor gave the assurance on Monday, November 24, 2025, after conducting an inspection of the Hallowed Chamber undergoing reconstruction by Monier Construction Company Limited (MCC). Governor Fubara, who was accompanied by the member representing Ikwerre/Emohua Federal Constituency, Hon. Boniface Emerengwa, and top officials of MCC, expressed delight with the quality and pace of work.
According to him, the progress recorded gives confidence that the complex will be ready by the end of December 2025, restoring the legislature to its original and constitutional seat.
Governor Fubara said his administration is determined to ensure that lawmakers return to their main chamber for deliberations, especially now that political tensions between the executive and the legislative arm have been resolved.
“We have been working hard to ensure their permanent sitting chamber is put in place. You know the drama that surrounded our relationship before, but by the grace of God, now that everything has been sorted out, it is our desire to ensure that the Assembly returns to their normal place of sitting,” the governor said.
He noted that contrary to speculations that work had stalled—particularly during the emergency rule period—the project has been progressing. The inspection visit, he added, was to personally verify the level of work so far.

“I came here to ascertain the extent of work done, and I feel very impressed with what I have seen,” Governor Fubara stated. He further disclosed that the contractor, MCC, has subcontracted parts of the interior and exterior finishing to Julius Berger Nigeria Plc to speed up construction and meet the delivery deadline.
The governor affirmed that once the main chamber is completed and handed over, the remaining aspects of the complex will be managed by the Legislature as they settle back into their permanent facility.
