In a bold move underscoring its commitment to democracy and the rule of law, the Nigerian Bar Association (NBA) has changed the venue of its much-anticipated 2025 Annual General Conference from Port Harcourt, Rivers State, to Enugu, the capital of Enugu State.
The decision came after growing unease among lawyers nationwide over recent political developments in Rivers. President Bola Tinubu’s declaration of a state of emergency in the state and the appointment of a retired military officer as Sole Administrator triggered wide concern, especially within Nigeria’s legal community.
NBA President Afam Osigwe (SAN), General Secretary Mobolaji Ojibara and Chairman of the Annual General Conference Planning Committee, Emeka Obegolu (SAN), jointly signed a late-night statement on Thursday announcing the relocation.
According to the NBA, Port Harcourt was initially chosen because of its popularity among members, and registration numbers were already strong before the crisis hit. But the change in leadership style in the state—described by the association as military-like despite the civilian clothing—made it impossible to continue with plans to hold the conference there.
“The NBA cannot proceed with its flagship event in a state where democracy has been suspended in practice,” the statement read.
While many expected the association to delay or downplay the issue, the NBA took a firm stance after consulting with its branches and National Executive Council. Members were particularly vocal, insisting that hosting the event in Rivers would be seen as silently endorsing the current unconstitutional leadership arrangement.

The association added that the Sole Administrator’s approach ignores court rulings and constitutional processes, undermining democratic principles and making Rivers State an unsuitable host for such a prestigious gathering of legal minds.
The NBA stated clearly that Tinubu’s declaration of emergency rule in the state, and the National Assembly’s quick approval via a voice vote instead of a constitutionally required two-thirds majority, violated several sections of the 1999 Constitution, including Sections 305, 11, and 188.

With Enugu now confirmed as the new venue, the NBA expressed confidence in the Coal City’s ability to deliver a world-class conference.
“Enugu has the facilities, the support, and most importantly, the democratic stability needed for us to come together and move our profession forward,” the NBA leaders said.
They called on all members and stakeholders to embrace the change, promising that this year’s conference will still be impactful and well-organized despite the sudden shift.
