The Sole Administrator of Rivers State, Vice Admiral (Rtd) Ibok-Ete Ekwe Ibas, has directed the contractor handling the Rivers State House of Assembly (RSHA) Complex to immediately accelerate work, describing the pace of construction as “grossly abysmal” and far below expectation.
Vice Admiral Ibas issued the directive during an inspection visit to the project site along Moscow Road, Port Harcourt, on Friday, July 11. He expressed deep disappointment with the slow progress and made it clear that such delays would no longer be tolerated.
“From the reports we have received, and from what I have seen with my own eyes, the contractor is clearly not working fast enough. That is not good enough,” he stated.
He stressed that the RSHA Complex is a strategic project and must be completed on schedule to maintain the credibility and efficiency of legislative functions in the state. Ibas said he would summon the contractor for a crucial meeting to address the delays and ensure the project is realigned for prompt delivery.
During the same tour, the Administrator also inspected key sports facilities, including the Yakubu Gowon Stadium and the Alfred Diete-Spiff Sports Complex. He expressed concern over the state’s inability to host sporting events locally despite the strong performance of its athletes in national and international competitions.
“Our athletes are doing so well nationally and internationally, yet we lack the basic infrastructure to host or support them. That needs to change,” he said.

Vice Admiral Ibas pledged his administration’s commitment to upgrading sports facilities to promote local talent, enhance youth development, and attract major tournaments to Rivers State.
