“Prices Are Carefully Checked, Not Chosen at Random”” – NCC Clears Air on Telecom Tariff Reviews

“Every Nigerian Must Be Connected” — NCC Pushes New Hope for Rural Communities

The Nigerian Communications Commission (NCC) has clarified that no telecom tariff in Nigeria is randomly imposed, assuring Nigerians that all service rates are based on careful economic analysis and global best practices.

At a media engagement in Abuja yesterday, the Commission, said every tariff determination made by the NCC follows a transparent and data-driven process.

Explaining that the Commission undertakes what is called a cost study, which evaluates the actual financial burden of providing services before any new tariff is allowed.

On behalf of the Executive Vice Chairman of NCC, Dr. Aminu Maida, the Acting Head of Public Affairs, Mrs. Nneka Ukoha specifically addressed public questions surrounding charges such as the ₦6.98 USSD fee. She said many people think such figures are randomly selected, but in reality, they are the outcome of rigorous cost analysis.

She stated that although consumers cannot directly participate in rate-setting discussions due to the highly technical nature of the process, the NCC ensures that all consumer interests are thoroughly protected. She explained that if a service provider proposes to charge ₦12 per minute, they must justify it with cost evidence and breakdowns. The Commission only approves prices that reflect the true cost of service delivery.

Mrs. Ukoha also highlighted that the telecom sector has faced economic pressure in recent years, especially due to foreign exchange challenges. She noted that many operators recorded massive losses despite generating high revenues, because most of their expenses were forex-related. However, she said that recent tariff adjustments have helped operators stabilize, allowing them to reinvest in their infrastructure and improve service delivery.

According to her, the NCC expects investment in the telecom sector to increase significantly in 2025, pointing to signs of industry rebound after two difficult years.

She emphasized that the NCC is working with agencies such as the National Security and Civil Defence Corps (NSCDC) to secure infrastructure and ensure reliable service. She also dismissed suggestions that consumers should take on the role of determining tariffs, noting that it is the NCC’s responsibility to research, validate, and communicate the breakdown of charges for public awareness.

Ukoha assured that the Commission remains committed to transparency, consumer protection, and creating a fair business environment for service providers.

“We do not just approve charges without facts. Our role is to ensure prices reflect real costs, and we hold operators accountable for every kobo they charge,” the commission said.
