The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has received a petition seeking investigation into alleged corruption, procurement irregularities and mismanagement of funds at the Presidential Amnesty Programme (PAP).
The petition, dated September 15, 2026, was submitted by the Niger Delta Liberation Force (NDLF) and signed by its Secretary, Comrade Akpos Owei-Keme. It names PAP Administrator, Dr Dennis Burutu Otuaro, as the subject of the complaint.
The group urged the ICPC to investigate an alleged N50 billion contract, including its approval, procurement process, beneficiaries, ownership of the contracting company and possible conflicts of interest.
The petition also raised concerns over an alleged N1.9 billion shortfall under PAP’s Train, Employ and Mentor scheme, calling for the Commission to trace the funds from appropriation to beneficiaries.
NDLF further requested a review of PAP’s procurement, payroll, scholarship and beneficiary systems to identify possible ghost beneficiaries, fictitious contractors, inflated contracts and undisclosed interests.
The group stressed that the petition was not an allegation of guilt against Otuaro or any other individual, but a request for an independent investigation.
It also asked the ICPC to preserve relevant financial, procurement and electronic records and take appropriate action where wrongdoing is established.
As of September 22, 2026, there was no public response from the ICPC or the Presidential Amnesty Programme to the allegations.
